North Korea’s foreign minister Monday called the United Nations chief “a puppet of the United States” for joining in Washington-led condemnation of Pyongyang’s recent intercontinental ballistic missile test. On Sunday, top diplomats from the world’s major industrialized democracies issued a joint statement calling for strong steps by the council. North Korea said leader Kim Jong Un observed Friday’s launch of its Hwasong-17 missile and called it another “reliable and maximum-capacity” weapon to contain U.S. military threats. It’s the North’s longest-range missile and is designed to carry several nuclear warheads to overcome U.S. missile-defense systems. North Korea has argued that its testing activities are a warning to the U.S. and South Korea over their series of joint military drills, which the North believes were an invasion rehearsal.

Biden’s back-to-back-to-back global summits in Asia begin on Saturday in Phnom Penh, Cambodia, for the Assn. of Southeast Asian Nations and the East Asia summits, where he’ll make the case for strengthening U.S. regional ties in an effort to blunt China’s power and influence there. Biden’s visit may be heavier on symbolism than substance: His administration has yet to ditch Trump-era protectionist policies in favor of a free-trade pact. The dogs are officially considered state property, but Moon took the pair and one of their seven offspring home after he left office. In a statement released on Facebook, Moon’s office accused Yoon’s office of “inexplicably” blocking the ministry’s proposal to provide government funds for the animal’s care. Yoon’s office shifted the blame to Moon for the move, saying the discussions about providing financial support were ongoing.
