CCDRRMC: Security measures will be in place to avoid ‘man-made’ disasters like stampede during Sinulog 2023

THE Cebu City Disaster Risk Reduction and Management Council (CCDRRMC) will make sure that all safety measures will be in place during the celebration of Sinulog 2023 to avoid any "man-made disaster” like the recent fatal stampede in Seoul, South Korea from happening.In a resolution introduced by Councilor Mary Ann Delos Santos during the City Council's regular session on Wednesday, Nov. 9, 2022, the tragedy should serve as a reminder to city officials to prepare well for all public events that attract crowds like concerts and festivals.The Halloween tragedy in Itaewon, Seoul last Oct. 29 claimed the lives of more than 150 individuals who were mostly in their 20s.Delos Santos said that there is no bigger event in Cebu City than the Sinulog Festival, which takes place every third Sunday of January. "Sinulog organizers must prepare thoroughly and coordinate with each other for the said event, and anticipate a large number of revealers, most of whom could be teenagers who tend to be raucous, especially after the hiatus of two years," she said.The councilor also supported the decision of Mayor Michael Rama to have the festival celebrated at the South Road Properties (SRP).In an interview with SunStar Cebu on Sunday, Nov. 13, CCDRRMC chairman Gerardo Carillo said they are crafting an operational plan for the Sinulog, especially emergency and contingency plans.But Carillo said that these kinds of events are not something new to them since similar large gatherings have already taken place at the SRP. "The security preparation is being undertaken by the PNP (Philippine National Police). We have experience handling a crowd of 250,000 up to 300,000 at the SRP. So holding a crowd of bigger magnitude that is not something new for the disaster office to handle," he said.Despite this, Carillo said they will not be complacent and will have to check everything like the identification of possible choke points, as this was one of the causes of the stampede in South Korea.The CCDRRMC will also identify access points for emergency responders for immediate and unhampered response in the event of medical emergencies, he added.Since there are a lot of open spaces at the SRP, Carillo said that they can also set up water stations so spectators can rehydrate.According to Carillo, they expect more than one million spectators on the day of the festival.However, only the grand parade will be held at the SRP since the Sinulog sa Kabataan sa Lalawigan and Dakbayan will take place at the Cebu City Sports Center, he said.But on the days leading to the festival, different concerts and events will also take place at the SRP and other venues like the Plaza Independencia and Fuente Osmeña.

North Korea threatens strong military steps against Japan

SEOUL, South Korea — North Korea threatened Tuesday to take “bold and decisive military steps” against Japan as it slammed Tokyo’s adoption of a national security strategy as an attempt to turn the country into an aggressive military power.The North’s statement came four days after Japan announced a security strategy that reflects its determination to possess “counterstrike” capability and double its military spending to gain a more offensive footing against threats from China and North Korea.The North’s Foreign Ministry said in a statement that Japan’s push to acquire counterstrike capability has nothing to do with self-defense but is a clear attempt to acquire “pre-emptive attack capability meant to launch strikes on other countries’ territories.”“Japan’s foolish attempt to satiate its black-hearted greed -- the building up of its military invasion capability with the pretext of a legitimate exercise of self-defense rights -- cannot be justified and tolerated,” an unidentified ministry spokesperson said in a statement carried by state media.The statement accused the United States of supporting and promoting the Japanese military ambitions and undermining regional peace. It said such alleged U.S. moves are forcing North Korea to work hard to complete its plans to develop new strategic weapons to thwart enemy attempts to invade the North.The statement said North Korea wants to make sure it can take “bold and decisive military steps” to protect its sovereignty and national interests in the wake of the complexity of regional security caused by the Japanese security strategy.“Our country will continue to take actions to show how much we are concerned and displeased with Japan’s unjust, greedy attempt to realize its ambitions,” the statement said.Like in some other Asian countries, anti-Japanese sentiments still run deep in North Korea because of Japan’s wartime atrocities. The Korean Peninsula was under Japanese colonial rule from 1910-1945 before it was split into a capitalistic, U.S.-backed South Korea and a socialist, Soviet-supported North Korea at the end of the World War II in 1945.North Korea’s state media routinely criticize Japanese colonial wrongdoing. Its statement Tuesday also said Japan inflicted “unmeasurable misery and pains on Korean people” during the colonial rule.North Korea’s pursuit of nuclear-tipped missiles is a major security concern for Japan as they are capable of reaching Japan as well as South Korea and the mainland U.S. In October, North Korea fired an intermediate-range missile over Japan, forcing Tokyo to issue evacuation alerts and halt trains.The Japanese strategy names China as “the biggest strategic challenge” — before North Korea and Russia — to Japan’s efforts to ensure peace, safety and stability.

DELTA EYES KOREAN SOLAR TECHNOLOGY

The Ewha Power Corporation gave Pampanga Governor Dennis “Delta” Pineda a walk-through of its solar power plant in Jeollanam province in South Korea last Friday.The governor explores ways to help consumers pay less for electricity.Pineda’s tour of the solar power plant came after the governments of the two provinces established a friendship and cooperation program involving trade, agriculture, technology, culture, tourism and employment.Lee Nam, Ewha’s chief executive officer, showed the firm’s solar power equipment, and its storage and harvesting technologies.Pineda said he included the solar power plant visit in his itinerary to be able to explore electric supply technologies and alternatives amid rising prices of electricity in the province.Ewha reported that its innovative power storage enables users to stock up on electricity and use it as the need arises such as during power outages or during nighttime.Their system is said to be more durable and could withstand long periods without the need for major maintenance activities compared to solar panel systems currently available in the Philippines.Current electricity prices in South Korea range from P3.2 to P4.8 per kilowatt per hour (kWh), which is considered far cheaper than present rates in Pampanga, which amount from P12 to P18 kWh depending on the location and provider.Ewha said having solar harvesting systems in Pampanga can help increase supply.It added that tapping solar power is also a key strategy in addressing climate change as it promotes alternatives with lesser Greenhouse gas emissions.Pineda and Lee will have follow-up discussions that examine the compatibility of Ewha’s system in Pampanga.
