HWANG Hee-chan scored in injury time to rescue South Korea from the brink of World Cup elimination and propel them into the last 16 with a dramatic 2-1 win over already qualified Portugal on Friday. The substitute forward slipped in the winner in the 91st minute at Education City Stadium in Qatar to spark delirium and tears among the Korean players and fans. The Korean players then stood in a huddle watching the Ghana versus Uruguay match on a mobile phone as they waited for their place in the last 16 to be confirmed. When it was, they celebrated wildly before sprinting towards a group of Korean fans behind one goal and diving to the turf. "As a Korean I am extremely proud and want to thank all the Korean fans in Korea," said 26-year-old Hwang, who plays for Premier League side Wolves.

France come into this World Cup billed as one of the leading contenders to go all the way, but past experience should teach them to be wary. Having won the World Cup on home soil in 1998, four years later they went to South Korea as defending European champions and clear favourites to claim another title. Australia have not made it out of their group since the 2006 World Cup and failed to win a game at either of the last two tournaments. For the last decade, most mentions of Qatar and the World Cup have focused on the controversial decision to give the tiny Gulf state the tournament as well as criticism of its human rights record. The 22nd edition of the men's World Cup is not just the first in the Arab world. However, it remains notable that only once (Brazil in 1958) has a non-European team won a World Cup played in Europe, in 11 editions. Europe is the global powerhouse of the world's most popular sport, and has produced every World Cup winner since Brazil in 2002. • WILLIAM GUMEDEMANY SPECIAL ECONOMIC zones (SEZs) established by African countries since independence have failed for the same reasons development has failed in these countries: Corruption, incompetence and not integrating SEZs into a long-term development strategy. In many African countries, SEZs are often set up for ad hoc policy objectives, such as only job creation or only attracting foreign investment. The legal, regulatory, and institutional structures of many African SEZs are often lacking or poorly defined – open to different interpretations or not consistently implemented. African countries have struggled to add value to their primary commodities. Unless SEZs can help African countries do all of these, there is no business case to establish them.

CROATIA coach Zlatko Dalic called Brazil's squad “scary” but says his team are not big underdogs in Friday's quarter-final against the World Cup favourites. “Brazil has (over) 200 million people, we only have four million, so we're a bit like the suburb of a city in Brazil,” Dalic said. “It will be a different game than against anyone we have played so far because Brazil likes to play football. “If we are looking at it realistically, Brazil is the best team at the tournament, they have a great choice of players, a great squad, it's scary, so it's a great test for us.”Dalic said “it doesn't get better” than playing Brazil at a World Cup. Seoul stampede: Death toll touches 151; Yoon declares national mourning

The death toll in South Korea's Halloween stampede incident touched 151 on Sunday morning, as authorities fear the fatalities could rise further as many are still in critical condition. He added that the deaths were likely from the crush in the single narrow alley. The incident occurred when a huge crowd surged into a narrow alley in a nightlife area. After the tragedy, South Korea has assigned a total of 848 personnel, including 346 firefighters, for rescue operations. Despite the narrow alley being packed wall-to-wall, people continued to pour, and those on the top of the sloped street fell on those below them.
